Release-boundary documentation slice for #335.

Done-when

  • Deployment docs match the live floating-:prod path and its #585/#589 backup/migration-smoke guarantees.
  • docs/decisions.md is consolidated below the size floor and its Index includes every current entry.
  • The standing queue kickoff routes routine pickup selection to a low-effort selector when supported.
  • Full .NET, web, and NuGet vulnerability gates pass.
  • Independent-review exemption is recorded: pure documentation/workflow guidance, no runtime or server-state change.

  • Files: CLAUDE.md, docs/ci-cd.md, docs/decisions.md, docs/handoffs/chicorytv-issue-queue.md.
  • Verification: full .NET restore/build/test; 738 web tests; lint, typecheck, API sync, web build; NuGet vulnerable-package audit clean; PR run 612 all required jobs green.
  • Review: documentation-only exemption recorded; Review-verdict: MERGEABLE at the exact merged head.
