Strips the residual UTF-8 BOM from the two ErsatzTV.Application/MediaCollections/Commands files (#269's set) that still carried one; the other 15 were already de-BOM'd by prior fix-as-you-touch work. Zero content change (line 1 rewritten sans BOM). charset=utf-8 (#311).

Review: mechanical BOM strip, no independent review (stated exemption). Build green.
