Release-notes row for the upcoming v26.13.0 tag (73 PRs merged since v26.12.0).

Docs-only — the release-boundary docs step from docs/ci-cd.md → Cutting a release, phase 1.

Pre-release gate run locally on 9928be805:

dotnet build ErsatzTV.sln — 0 errors
TZ=UTC dotnet test — 4441 passed, 0 failed (7 assemblies)
web: typecheck + lint clean, 1184 vitest tests passed, npm run build OK
dotnet list package --vulnerable --include-transitive — clean across all 17 projects
decisions_validate.py — OK; build_decisions_catalog.py — no drift

5 dual-provider migrations in range; the Komodo pre-deploy hook runs migration-smoke.sh against the candidate.

Re-triggered: the EF migration integrity job on run 1492 was KILLED (its log file is absent from dbfs — actions_log/.../7444.log.zst does not exist), not a genuine failure. A one-line markdown diff cannot break EF migrations.
