The previously-deferred dockerfile manager is live: it manages docker/Dockerfile (mcr dotnet bases + internal ersatztv-ffmpeg) and reads the HTTP-only Gitea registry via a RENOVATE_HOST_RULES host rule (insecureRegistry + read creds) set in the workflow env.
